President of Perm Chamber of Commerce and Industry
Marat Bimatov - is a President of the Perm Chamber of Commerce and Industry, Chairman of the Perm branch of “Business Russia”, member of the Presidium of the Regional Association of Employers of the Perm Territory “Cooperation”, member of the Board of Directors of the Investment Promotion Agency of the Perm Territory.
In 1994, he graduated from the Perm State Technical University. In 2004, he received additional training – Master of Business Administration majoring in Marketing and Management. In his early twenties he has created a successful company from scratch. Ten years later he became one of the founders of the Perm Association of Advertising Agencies, and then headed the Perm branch of the All-Russian Public Organization “Business Russia”. In 2007, he was invited to the regional government to the position of the Deputy Minister of Entrepreneurship and Trade Development. He came to power with useful ideas, many of which were managed to be implemented.
Own business, social activities, work in the regional executive authorities, position of a President of the Perm Chamber of Commerce and Industry – at every stage of his professional career, Marat Bimatov on his personal experience got convinced of the truth of the famous phrase “Personnel decide everything”.
“Lack of skilled personnel today is in the top 5 difficulties that hinder the development of business, as a consequence – the development of regions. This issue is important and must be addressed,” said Bimatov,, justifying the relevance of the project “Regular labor force on a turnkey basis”.
The official launch of the project took place in 2012.
The purpose of the project is to provide regional economy with effective staff of working professions and specialties, to reorient the system of secondary vocational education for the training of professionals in demand by the real sector. The pilot area is the Perm Territory.
The general logic of the project implementation is as follows: the
“customer” of personnel (the employer) formulates a quantitative and qualitative request for specialists. The
“owner'” of the project (the Perm Chamber of Commerce and Industry) processes the request, selects the contractor, places the order in the system of secondary vocational education, organizes and controls its execution.
“Contractors” (represented by the Regional Ministry of Education and Educational Institutions) train personnel for the order formed by the Chamber of Commerce and Industry. Thus, upgrading the vocational education systems, obligations arise for three parties at once.
Business should clearly understand who and what level of training it wants to see in its production today and tomorrow. The project is aimed exactly at helping to do it: to choose the best educational institutions, initiate the creation of new professions and adjustment of training programs.
“Educational sphere also as hard times in this situation – it needs to radically change the approach to the practical part of the training of students and to train specialists in accordance with the needs of future employers, and thus – of specialists in demand. All this design should be built and in the long view – run like clockwork,” says the project leader.
Bringing the project to the “production capacity” in Perm was allowed by the constructive cooperation with business, professional communities and authorities.
"Official support of the Agency for Strategic Initiatives allowed us to bring our project to a new level, helped introduce the idea to the key federal ministries, ensured the removal of a number of administrative barriers. The project has passed a multi-stage examination of ASI, it has been studied for the relevance and effectiveness, and ultimately – was approved by the Supervisory Board of the Agency for Strategic Initiatives, and was also recommended as a good practice to all constituent entities of the Russian Federation. Frankly speaking, we were pleased to get such a high score,” said
Marat Bimatov.
The work that is being done by the Perm Chamber of Commerce and Industry, demonstrates to all participants of the process, that the modernization of the education system is inevitable. There is already a real change in relations between business and educational institutions that prepare workers for companies in the region.
Facts and figures about the project “Regular labor force on a turnkey basis” in the Perm Territory
- Analysis of the current and future staffing needs of 850 enterprises was made.
- The basis of the Perm model of personnel training is the German system of dual training.
- The number of enterprises in the region that formulated the order for the labor force as increased by almost 10 times (in 2012 – 22 companies, in 2013 – 206 companies).
- 46 educational establishments joined the project, confirming their willingness to train staff according to business needs.
- The Perm Chamber of Commerce and Industry became a member of the Presidium of the Board of Directors of educational establishments of vocational training of the region and participates in the work of the Interdepartmental Commission of the Ministry of Education and Science of the Perm Territory, which determines the number of budget places in educational establishments.
- A regular operating platform for interaction between the project participants from 120 companies as been created at the Perm Chamber of Commerce and Industry.
- A start package of orders from enterprises for the training of specialists has been formed. In the 2012/13 academic year, more than 1,000 people started training on 37 directions. In the 2013/14 academic year, 5,000 more students started the training.
- Rights and obligations of the participants in the educational process (customer enterprise, educational institution and the student) are set forth in the trilateral agreement drawn up and signed with the participation and under the control of the Chamber.
- To study the world’s requirements for the quality of vocational training and introduction of new methods to increase the attractiveness of working professions, the Chamber of Commerce and Industry joins the activities of the World Championship of working professions “WorldSkills” and carries out special professional orientation actions (“Business on the ruler”, “Business Hour”), aimed at getting the students acquainted with future employers.
- The project “Regular labor force on a turnkey basis” is recognized as a priority at the level of the Chamber of Commerce and Industry of the Russian Federation. It is planned that in 2014 it will be implemented in seven regional chambers of commerce and industry of the country.

The project of the Perm Chamber of Commerce and Industry “Personnel for new economics” (“Regular labor force on a turnkey basis”) focuses on the problem of improving the effectiveness of training in secondary vocational education system through the introduction of effective mechanisms of public and private partnership. In general, the Department supports the project, the implementation of which could become an important tool for the development of the vocational training system in the Perm Territory.

Our company is a participant of a priority project of the Perm Chamber of Commerce and Industry “Regular labor force on a turnkey basis”. It should be noted that this is an important and timely work, as lack of trained personnel today is acute for many businesses of the Perm Territory, and OJSC Confectionary “Permskaya” including. With the help of Perm Chamber of Commerce and Industry we were able to reach an agreement for training specialists for the factory in such directions as “electrician”, “machine operator”, “mechanic”. Under the project, the Perm Agricultural College opened a new specialty “Technology of bread, pastry and pasta” that has become quite an important result, since no such profile professionals have been trained in Perm before by any educational establishment.
