Gaynanov Ruslan is a Project Manager to manage large-scale organizational changes in HR processes and information technology. He graduated with a degree in Applied Mathematics of the Department of Management of St. Petersburg State University. Expert in the field of human resource management - he implemented large projects in the National Computer Corporation and Deloitte Consulting, has experience in dealing with large-scale business transformation objectives.
After devoting 15 years to project activity, he applied knowledge and established contacts at a new level of experience – founded TEAM FORCE company. He is an ideologist and the driving force behind the SmartStaffing project.
SmartStaffing is a concept and technology based on it of sound management of available human resources, allowing identifying «excess» of labor resources and redistributing them among employers.
The format of work is electronic Internet platforms, where companies can "sell" on the open market the free time of a reserve specialist, find projects for the temporarily available labor resources or form a project team.
The idea was born from his own practice. With the growth of understanding of the specifics of the project activities a concept of "exchange” B2B-market of temporarily/partially free human resources arose. Due to the successful business model in just a few years TEAM FORCE has overcome the way from a beginner on the personnel market to No.1 player in the formation and delivery of project teams. Among the customers of the company’s services are Bashneft, Gazprom Neft, IBM, Samsung, X5, M-Video, Deloitte, Ernst & Young, IBS and others.
SmartStaffing as a technology gives employers the opportunity to provide and attract temporary available personnel of necessary skills on a schedule or on demand. When using SmartStaffing technology, workers remain in the company of the employer, or have other employment relationship as provided by law. The employee receives additional earning opportunities and professional development without breaking the prevailing labor relations and losing social guarantees.
This is not outstaffing, and not agency labor, but a win-win cooperation - provision of labor resources by one legal entity to another.
Now SmartStaffing works at the level of industry application solutions. The pilot project - a platform for SAP-market SmartSAP, is already widely known in the professional community.
SmartSAP demonstrated the first significant results in July 2013, when, thanks to the platform, it won the tender of the largest oil company for the modification of CIS information resources on the basis of SAP R/3 for 16 000 consulting days. This event was primarily a signal of readiness of the market to adopt the proposed solution and a proof of its efficiency. At the beginning of 2014 a branch platform SkillsExchange based on SmartSAP will be launched – an aggregator of temporarily available expertise and personnel lacking projects for the IT industry.
SmartStaffing as a strategic goal – to create a National Exchange of project labor reallocation: a large-scale portal providing the latest information of the labor market and promoting job creation in the form of project employment.
The development team sees great prospects for the project activities as a form of labor relations, as it has been focused on this trend for a long time and was not mistaken. Project employment as a format is recorded in one of the road maps (National competences and qualifications system, "Managers and engineers") of the Foresight Trip in 2013.
If at the beginning, when the concept was just taking shape, the project team saw its implementation only in the B2B format, eventually it was understood that the opportunities of SmartStaffing are much wider. Identifying and redistribution of temporarily free labor resources is the idea that has not only commercial but also social potential. To transfer to the B2C model, close cooperation with representatives of relevant ministries and administrative authorities are needed to create mechanisms to attract individuals to SmartStaffing work. For example, to create organizations with a status of a legal entity representing their interests.
Project work is a good way out for people who for various reasons cannot have full employment and, therefore, are outside the labor market (students, young mothers, single parents, pensioners, etc.). SmartStaffing is aimed at creation of system conditions for the growth of the share of project employment and engagement in this format of the general population.
Interaction with the Agency has had a positive effect on the attitude of the project team, which has applied to ASI, first of all, hoping to expand the circle of associates and to establish a dialogue with the state and social structures. Positive expert review and interest in the SmartStaffing project today suggest that this idea is realized not only in the form of spaced industry platforms that increase business efficiency, but also as a social innovation that promotes augmentation of human capital and the return to the labor market for temporarily economically inactive citizens.
