Sergey Rybalchenko graduated from Bauman Moscow State Technical University as an engineer in 1987, in 2009 – from postgraduate studies in NRU Higher School of Economics, Candidate of Economic Sciences. At the present time he is Associate Professor of NRU Higher School of Economics.
The range of his professional interests goes well beyond the specialty, acquired in the university. Sergey Igorevich focuses on such issues as the protection of family and motherhood, parenting and development of volunteer movement. Occupying management positions in various structures, he finds effective ways of interaction with the authorities to address important social issues.
In 1999-2005 - First deputy head of the city of Dzerzhinsk of the Moscow Region; in 2005-2006 - Head of Electronic Media Department of the Ministry of Press and Information of the Moscow Region; in 2006-2011 - Advisor to the Chairman of the Public Council of the Central Federal District; 2008-2012 - Head of the expert group on social policy under the counselor to the President of the Russian Federation Yuriev E.
Since 2008 Sergey Rybalchenko is actively engaged in the development of volunteer movement. In 2012 he headed the Coordinating Council of ICPO Social Network for volunteer initiatives “SoSeDi”, one of the projects of which is a voluntary campaign “Family photo chronicles of the Great Patriotic War.
History of the project began in the year of the 65th anniversary of the Great Victory. In 2010 Russian photo contest “Family Album” was announced, one of the nominations of which is devoted to photographs from old albums, which are kept in almost every family. The contest received many unique photos and stunning stories about the terrible events of the war period, and it became clear that this topic deserves to be a separate project to preserve the memory of the heroism of the people in the Great Patriotic War! was created for the project, a kind of electronic album, where everyone can place old photographs, letters and documents from family archives in a digital format.
The organizers of the project have a task to “get through” to each family in every corner of the country, which was touched by war, and collect as many priceless photographs that are silent, but can tell so much.
Thanks to the support provided by the Agency for Strategic Initiatives the project is now being replicated in more than 50 regions of Russia. Today the project site has collected more than 5 thousand photos and documents. Historical materials are not only posted on the site, but also exhibited at exhibitions. Photo exhibitions were successfully held in St. George Moscow Cadet Corps, the Central Museum of the Great Patriotic War of 1941-1945 on Poklonnaya Hill, in Moscow lyceum No. 1547, Chamber of Commerce of the City of Moscow.
This project enables everyone to make his own contribution to the preservation of the history of the family, whose fate is inextricably intertwined with the history of the country. When a person directly comes into contact with the past through the photo archives, documents, memories, the distant great historical dates become close and understandable. Thus a true genuine interest in history, respect for the memory and patriotism are formed.
