Aleksey Sidnev has fifteen years of management experience in senior positions in Russia and abroad. 12 years ago Aleksey got a dream to make the life of Russian elderly people better. While studying in the US for 7 years he studied the foreign experience of social protection and support for the elderly.

Having returned to Russia Aleksey launched a project “Silver Age” - the creation of a network of residences for the elderly on the American model of assisted living. He failed to attract investment in the project, but vision and strategy have been worked out.

Already in 2011, Aleksey Sidnev became the owner of the company Senior Group - the market leader in social services for the elderly in Russia. The company has reached a qualitatively new level: an effective team was formed, the number of residences and sites under management has doubled, and public-private partnerships were developed.

Today, the company is consulting the executive authorities of different regions on social services.

In 2012, at the initiative of Aleksey a nonprofit partnership of non-governmental service providers for elderly people “World of the older generation” has been created where he is a founding member and chairman of the board. 

Aleksey applied to ASI with the project “Residences for elderly people”. The project aims to create national standards for social services for the elderly with the best international practices, to change legal and regulatory framework to attract private business and investment in social infrastructure.

Within five years it is planned to conduct management, reconstruction and construction of new adult residential homes in 10-15 regions for 8.2 thousand places, including 2.85 thousand in existing social service institutions

As a result of the project implementation it is planned to achieve the following social and economic effects:

• Improving the quality of services rendered to the elderly with simultaneous lowering their costs by increasing the efficiency of management of social service institutions
• Creation of a competitive market of social services for elderly people by involving non-state providers (currently only 1% of the beds in residential homes are private, in developed countries this number reaches 50%).
• Improving access to services by addressing issues of priority in residential homes and the availability of a choice between public or private institutions of social services.
• Creation of new beds at no extra burden on the budget through the use of private investments and funds of development institutions.
• Bringing the standards of social services in the Russian Federation in accordance with international best practices and the development of uniform system of services quality monitoring for state and non-state institutions
• Improving the quality and duration of life of elderly people through the above-mentioned improvements in social services.
