Pavel Luksha is Professor of Practice, Director of corporate training programs of "Skolkovo" Moscow School of Management. He is engaged in implementation of programs in the field of innovation management systems in large corporations. Pavel Luksha is one of the leaders of the community of project teams “Metaver”. Previously, he held executive positions in the automotive company Sollers and developed strategies for automotive division of the Severstal group. Pavel Luksha worked as a consultant for the development in companies: Accenture, Alvarez & Marsal, Arcadis Euroconsult. He received a Master of Economics at the State University Higher School of Economics, degree in Economics at the Central Economics and Mathematics Institute of Russian Academy of Sciences and a PhD in strategic management at the University of Hertfordshire (UK).
Pavel Luksha is one of the authors of a new foresight technique Rapid Foresight. The essence of foresight technology lies in anticipating and thus shaping the future. The traditional "big" foresights involve thousands of experts and their development takes several years. Technique of Rapid Foresight (RF) is a kind of foresight which allows obtaining comparable accuracy of forecasts for a much shorter period of time and without multi-million dollar budget. Analysis and forecasting of trends, events, and facts allows experts to deliberately and actively approach to the construction of the future, to approach the option that seems most positive.
The technology is applicable in all spheres of society. Thus the project "Foresight "Competence 2030", the leader of which is Pavel Luksha, focused on creating professional basis to give the Russian economy global competitiveness. The main purpose of "Foresight Competence 2030" is the identification and description of the basic competences (proven abilities to address typical work tasks) required for the innovative development of Russia. The results of the project "Foresight Competence 2030" will be practice-oriented, as a tool for forecasting, analysis and application of the results in the field of personnel policy.
The project "Foresight Competence 2030" is supported by the Agency and is one of the most important elements of the National competences and qualifications system, an initiative of ASI.
The results of foresight will be used by the Ministry of Education and Science of the Russian Federation at amending the vocational education program. Report on the development of human resources of high-tech industries as a result of the project will be presented to Russian President Vladimir Putin and Prime Minister Dmitry Medvedev.

"Foresight competence 2030" is the correct approach to the study of changes in the education and skills. Key issues of foresight concern trends of industry and social institutions and in the first place education. The use of foresight technology can solve the basic problem of education - detachment from the industry development strategy and lack of understanding, ignorance, and unwillingness to take responsibility for change. We begin with an analysis of trends in the development within sectors and then conclude how the education system will change and which competencies and in what quantity will be requested. The development of competence systems in the world is influenced by the developers of complex technical models and systems. User training modules of these systems, such as the service of aviation equipment or equipment for the forestry are supplied by developers of the technology. This means that the design of complex systems of activity, technical objects represents a one-piece set of simultaneous design and engineering of the necessary competencies.
