President of the Foundation to support social projects “Education for the Society”
Lydiya Frolova was born and raised in St. Petersburg, graduated from the Journalism Faculty of St. Petersburg University. In reportorial journalism she has been working since 1986, first in the St. Petersburg’s Smena, then in the Komsomolskaya Pravda. She has mastered the commercial side of the media by creating two special editions for textile and light industry. At the invitation of the Minister of Railways she worked for several years as the director of the publishing house of the Whistle newspaper. She launched several new advertising and printing projects, including the Putyovaya gazeta for passengers. Since the foundation of RBC she has worked there as a commercial director. In 2007, in the position of Deputy Director General for Satellite Broadcasting, she launched a 24-hour digital version of the 3rd channel (Third channel - Moscoviya). Then she filled a post of a director of the Publishing house Ogonyok. In 2008-2010, she headed the Department of the joint editorial board of the All-Russian Political Party United Russia. She launched the portal ER.ru and online political discussion club Berloga. She is a member of the literary academy “Big Book”, member of the Union of Journalists.
Since 2011,
Lydiya Frolova has been working as a President of the Foundation to support social projects “Education for the Society”, is an official delegate to the international movement Worldskills International from Russia and the leader of the
project “Holding National Championship of workers occupations WorldSkills”.
In October 2011, the project “Holding National Championship of workers occupations WorldSkills” was approved by the Supervisory Board of ASI. The main objective of the project is to expand the national list of workers occupations, necessary for high-tech production, and integration into the international professional community.
At the initiative of ASI and the Ministry of Education in April 2012, the President of WSI Simon Bartley came to Russia. As a result of his visit a decision was made to include our country in the international association Worldskills International.
April, 17 in the framework of ongoing in South Korea General Assembly of WSI association, Russia was officially accepted as a member of this organization, and the Foundation “Education for the Society” became a national operator of WSI in Russia.
Russia's accession to the international movement of WSI, which consists of 60 leading and emerging economies of the world, will enhance the prestige of workers occupations, increase the motivation of young people when choosing a specialty, form a single professional standard of competence that will enable our graduates to work anywhere in the world. This goal is achieved through the participation of the country in spectacular international competitions of professional skills WorldSkills, which rivet the attention of the vast audiences. WSI competition, held every 2 years in the participating countries, has an informal status of the Olympics on workers occupations.
The project will allow Russia to integrate into the international system of standards for workers occupations, from which our country was cut off for decades, and will give professionals the opportunity to regularly adopt the best international experience. As part of participation in the WSI project, the national championship on working competencies will be held in Russia every year.
The first national championship for the workers occupations will be held in Tatarstan in mid-October 2012. These competitions will be the base platform for the preparation of the Russian team, which for the first time will take part in the global vocational WSI Olympics in the city of Leipzig in 2013.
At a special press conference held in April this year, the possibility of holding the WSI championship in 2019 in Russia was discussed. This proposal was supported by the President of WSI Simon Bartley, who is going to provide our country with all the necessary support for this.

Our publication has traditionally paid special attention to vocational guidance of young people, so the news that Russia joined the international movement of WorldSkills, was published in the most prominent place. This is a much respected organization, and I hope that the entry into it will help raise the quality of vocational education in our country to a new level.

The fact that Russia finally joined the association WorldSkills, I think, is a landmark event for the Russian industry and vocational education. Joining this association and a possibility to constantly compare the level of training of students of Russian colleges and schools in dozens of professions, to travel to international competition “Best in Profession” and borrow the best methods of teaching are a huge advantage for manufacturers and for the promotion of blue-collar occupations. Moreover, the leading world powers have been competing with each other for half a century now. Already this autumn, the training center of CTRP will hold a nation-wide competition on mechatronics at the training center in the Sverdlovsk region. WorldSkills initiatives will be welcomed and developed.
