Marina Voronova is the author and founder of a network of family kindergartens. The first family kindergarten was opened in 2006, which became a beginning of a mass movement to create family kindergartens mainly in residential facilities. On her initiative a project “Removing barriers for mass development of alternative forms of pre-school institutions” was developed. The project aims to support private kindergartens. The project solves the problem of shortage of places in kindergartens. Several families with preschool-age children living nearby decide to unite the children into a single group. Parents themselves agree on the rules, regulations, develop the procedures. The parental community and business come up with initiatives on the establishment of private or family kindergartens. Children receive care and attention, mothers with many children – employment, and other parents – an opportunity to pursue a career and contribute to the family budget.
According to the preliminary data, Russia has opened about 800 family kindergartens. Development of the private sector in the field of working with preschoolers can improve the efficiency of budget spending at all levels. Under the project, the conditions for dissemination of best practices of family kindergartens in various regions of Russia are created.
